We identify a problem set in the implementation of a Federal Settlement Agreement to eliminate unconstitutional use of force by police in Portland, Oregon. Included are links to evidence we believe indicates City contractors are inhibiting citizen volunteers from obtaining the information they require to fulfill their responsibilities in the Agreement. We offer concrete suggestions to the Parties in the case, as well as volunteers responsible for implementing reform.
